The Maryland Department of Labor, Licensing and Regulation, Division of Workforce Development and Adult Learning is accepting applications from qualified candidates for the Contractual position of Administrative Officer I in the Rural Services Program. The certified list for this recruitment will remain in effect for one year.  Persons interested in other positions in this classification will need to reapply.

Main Purpose of Job

The primary pupose of this position is to assist in the administration of the Rural Services Program for the Department of Labor, Licensing and Regulation (DLLR), ensuring adherence to the federal laws and regulations by agricultural employers, the viability of those employers and support the economic stability of the labor force, businesses and the citizens of the State of Maryland.

POSITION DUTIES

The incumbent will conduct wage surveys, crop surveys and farm labor surveys in various regions of the State; train and assist one-stop staff to conduct said surveys in areas not serviced by this position.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Ability to speak Spanish preferred or must be willing to learn or improve Spanish language skills within six months from the time of hire.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BENEFITS

CONTRACTUAL BENEFITS:  As a contractual position, the selected candidate will be paid only for hours worked.  This position has no state-paid benefits (i.e. sick leave, annual leave, personal leave, holidays, health insurance, etc.). The person filling this position may purchase healthcare insurance at the state’s group rate.
