LOCATION OF POSITION
Main Purpose of Job
The Shared Services Division within the OPSB, DBM, is seeking a Human Resources Training professional with a strong background in training development and delivery. We are seeking a candidate who has a comfort level in working with various LMS applications and has experience in leading others to a common goal.
The successful candidate will function in a management support role in the Division, and shall be able to work independently. This position will serve as the Statewide LMS/Training Manager and will coordinate and guide State agencies in the implementation of a new LMS. This position will serve as a liaison between Statewide LMS users, agency training staff and system vendors. The position will direct, guide and assist State agencies in the design, development and implementation of the State's learning infrastructure. The position is responsible for the Shared Services Division activities related to management of the LMS including, but not limited to: set-up and maintenance of the LMS, review and approval of training materials of all types to be included on the LMS, providing reports from the LMS to State executives as required, and working with the user agencies to enhance the training programs at the agency and/or State level. This is a contractual position with no benefits and will serve at the pleasure of the appointing authority.
MINIMUM EDUCATION OR GENERAL REQUIREMENTS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Five years of professional experience in the areas of employee training development or training delivery, two years of supervisory experience, and two years of experience using an LMS application.
Notes:
1. Additional professional HR experience may be substituted on a year for year basis for up to four years of the required education.
2. Thirty graduate semester credits from an accredited a college or university in the field of employee development/training, HR/personnel administration, business administration, public administration, statistics, tests and measurements, industrial organization, psychology or other related field may be substituted on a year-for-year basis for up to two years of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
1. One year of experience with an HR information system in a large employer environment.
2. One year of experience in MS Office, specifically Word, Excel, PowerPoint, and Visio.
3. Strong analytical/problem solving skills.
4. Working knowledge of, and experience in, utilizing and creating reports and spreadsheets.Ability to solve problems related to computer system software and operations
