Main Purpose of Job

The Contractual Agency Grants Specialist II is the full performance level of work evaluating grant proposals, distributing grant monies, and monitoring and reporting on grant programs.  The main purpose of this position will be to complete full performance work, researching grant opportunities, evaluating grant proposals, distributing grant monies, and monitoring and reporting on grant programs and will perform the full range of grant development under general supervision, instructing grant applicants on the proper way to complete grant forms.  The employee will review grant applications and budget proposals to determine financial stability, adherence to established policies and procedures and communicate with federal, state, local or private foundations to research funding opportunities for grants, participating in the negotiation of grants and recommending cost containment measures and changes to grantee's budgets.  The incumbent will maintain up to date records on grant awards, analyze past and present grantee's budgets to determine if costs are appropriate.  The selected individual will meet with program staff to discuss appropriateness of services to be provided by grantees, interpret and apply laws, rules, regulations and policies related to agency grants.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:    Possession of a Bachelor's degree from an accredited four-year college or university.

Experience:  Three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

NOTES:

1.  Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for each year of the required experience.

2.  Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.
