Main Purpose of Job

The main purpose of this position is to conduct audits, coordinates and controls the issuance, and reporting of Public Assistance withdrawal (cash) through the Electronic Benefits Transfer (EBT) issuance system. The incumbent of this position maintains the Control Account for all reimbursements to merchants resulting from EBTS transactions; matches the Client Automated Resources and Eligibility System (CARES) benefits to authorizations on EBTS; uses multiple computer systems to facilitate issuance, research, accuracy verification and error correction; and serves as a resource in proper procedures for local finance departments.

POSITION DUTIES

Posts input to control accounts such as daily deposits, cash settlement, PA daily issuance, stops,  cancels and journal entries adjustments on PA Control Account and wire transfer in an EBT issuance for Electronic Benefit Account; verifies EBT, Check Registers on CARES and EPPIC systems; collects and verifies EBT register, Check register, PA issuance Control Report, Payroll Simulation Report and Check Printing Summary Report; provides instruction to local finance offices, through research of appropriate CARES rules and data, in the issuance of benefits, including the ISRQ process; transfers funds to settlement bank to compensate EBT vendors, using bank software; audits the accuracy of monthly mass issuances and daily one-time-only benefits using a percentage sampling to CARES issuance registers; qualifies and input stop payment requests and data into bank software and CARES to complete local finance officer intent; and prepares daily bank deposit per internal control procedures to meet legislative auditor requirements.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. 

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Note: Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Skill in using personal computer and automated accounting software packages.
