Main Purpose of Job

This is a contractual position responsible for coordinating the training and administration of quality measurement instruments, including environmental rating scales and teacher quality instruments used by Early Childhood Programs enrolled in Maryland EXCELS.

POSITION DUTIES

Provides direct, specialized technical assistance to Early Childhood programs in the administration of program and teacher quality measurements, such as the Early Childhood Environmental Rating Scale and the Classroom Assessment Scoring System; interprets Federal and State policies with regard to the use of program and teacher quality measurements; recommends, reviews and prepares, in conjunction with the Branch Chief of Maryland EXCELS, child care quality improvement plans that assist programs progressing through MD EXCELS standards; coordinates the development and presentation of training for senior Early Childhood education experts to become reliable assessors of program and teacher quality measurements. 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Early Childhood Education, Educational Administration/Supervision or a related field.  

 

EXPERIENCE: Three (3) years of professional administrative or teaching experience in or affiliated with an Early Childhood education program including experience with education quality measurement.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of Early Learning and development programs; knowledge of teacher quality measurement; skill in developing and presenting staff development; skill in applying Early Childhood Environmental Rating Scale or the Classroom Assessment scoring system; skill in policy interpretation; ability to support teachers and administrators; ability to establish and maintain harmonious working relationships; ability to communicate clearly and effectively both orally and in writing.
