Main Purpose of Job

This position serves as special assistant to the Director by completing major special projects in human resources matters that require research, analysis, and development of proposals for review and approval by the Secretary of the Department of Public Safety and Correctional Services (DPSCS) and the Department of Budget and Management (DBM). Assisting in the development and revision of the Director's presentations to other states and organizations on the Division's nationally recognized Proactive Community Supervision strategy and analyzing and coordinating the Division's policy and fiscal estimate responses to proposed legislation; acting as an advocate for the Division to inform and persuade legislators of the Division's need for new law or revisions to existing law; preparing the Division's response to the legislative analyst's review for the Division's budget request; ensuring that any necessary budgetary deficiency/enhancement requests are submitted; and coordinating the preparation of reports required by the Joint Chairmen's Report.

POSITION DUTIES

Complete major special projects in human resources matters that require research, analysis, and development of proposals for review and approval by the Secretary of the Department of Public Safety and Correctional Services and the Department of Budget and Management.

Review the Division's Non-Competitive Promotion policy, position specifications for the Parole and Probation Agent series and the agent assistant position.

Collect and analyze hiring and retention data.

Gather internal historical data on salary levels for agents and drinking driver monitors as well as salaries for comparable positions in other states/jurisdictions.

Meet with agency leadership and departmental human resources director to review findings and discuss action plans. Assess budgetary impact.

Prepare recommendations and detailed proposals for Director's review.

Assist in the development and revision of the Director's presentations to other states and organizations on the Division's nationally recognized Proactive Community Supervision strategy.

Review current presentation format and data to determine the need for updates and revisions and submits suggested changes for review.

Attend divisional leadership meetings, retreats, training events, and a variety of departmental/divisional work group meetings.

Review all proposed legislation forwarded for comment by the department's Director of Legislative Affairs and/or introduced during the legislative session for potential impact on the Division.

Review responses to same or similar proposals in prior years.

Review and analyzes all proposed legislation for policy and fiscal impact in concert with managers in field operations and budget and sister agencies when indicated.

Discuss any potential impact with Director and executive staff and Director of Legislative Affairs for DPSCS.

Advocate with legislators to effect the enactment of new laws and/or changes to existing law by providing information and data that support the Division's position that the proposed actions will enhance public safety.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  Possession of a Bachelor’s Degree from a four year college or university with 30 semester credit hours in the social, behavioral or correctional sciences from an accredited four-year college or university.

Experience:  Eight years of recent (experience gained in the past eight years), full-time experience, or its equivalent, in an administrative, supervisory, or management capacity in a parole, probation, or other correctional agency.

Notes: 

1. Graduate work in administration or the social and/or behavioral sciences may be substituted for up to two years of the required employment at the rate of 30 credit hours for each year of employment. 

 Experience as a classroom instructor or teacher is not qualifying experience for this classification.  Although the required experience need not necessarily have been obtained subsequent to receipt of the required Bachelor’s or Master’s Degree, no credit will be given for experience obtained during the practical application phases of training courses if such training is to be credited toward the required education. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
