Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of financial analysts, accountants, lawyers, law enforcement officers, actuaries, and others, the MIA works to facilitate a strong insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities. 

MIA is charged with a range of responsibilities including the licensure of insurance companies and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance companies are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  MIA has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Main Purpose of Job

The MIA is recruiting for a Compliance and Enforcement Officer I, Title (Contractual) position. This contractual position reports to the  Chief Compliance and Enforcement Officer, Title.  Responsibilities include the research, investigation and analyses of complaints involving all lines of insurance, with particular emphasis on title insurance as well as working as a part of a team to perform examinations of the business practices and operation of title insurers.  Compliance and Enforcement Officers must communicate effectively in writing and verbally with consumers, licensed insurance producers, unlicensed individuals, insurance agencies, insurers, attorneys and other persons, as needed, when investigating a case. Duties include interviewing complainants, witnesses, and other persons, as necessary.  Additional duties include drafting detailed investigative and examination reports containing pertinent facts and exhibits, requesting and analyzing legal documents, records and other information, assisting the MIA’s Assistant Attorneys’ General in preparation of a case and providing testimony at administrative hearings. This position involves frequent in-State and occasional out-of-State travel.  This position requires knowledge of the applicable laws and regulations enforced by the Maryland Insurance Administration, as well as the various entities under the regulatory authority of the Maryland Insurance Administration.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor’s degree from an accredited four year college or university.

Experience: Five years of experience as a title producer, law enforcement office or investigative experience in the insurance industry involving the activities and actions of insurance companies, insurance producers, title producers, and other regulated entities conducting insurance business in the State.

Note:

  1. Experience as a title producer, law enforcement officer or investigative experience in the insurance industry may be substituted on a year-for-year basis for the required education.
