Main Purpose of Job
To perform a variety of unique and complex financial analysis and reporting functions for the Employee Benefits Division (EBD). Assist with the reporting functions of the state's $1.3 billion non-budgeted Employee and Retiree Health and Welfare Benefits Program. This position will be responsible for compiling and inputing all data required for monthly, quarterly and annual reports related to the self-insured and fully-insured administrators of the State's health insurance programs. This position is needed to help facilitate and expedite accurate and timely reporting to DBM management, DLS, the Comptroller's office and other interested parties in order to make accurate and timely decisions in the best interest of the State and its employees/members. This position will work closely with the Fiscal Director, Accounting Manager, Audit Supervisor and Contract Manager in the gathering of data and preparation of various management reports, analysis, schedules, etc associated with health benefit claims cost and related revenues. This position will rely on automated techniques and other processes within the Division. This is a contractual position with no leave benefits. This position will serve at the pleasure of the appointing authority.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Education: Completion of 60 credit hours at an accredited college or university.
Experience: One year of experience in administrative or professional work.
Notes:
1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.
2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
AA degree in business or other related field
Experience with Health Benefits or other insurance programs
Knowledge and experience using automated systems working with spreadsheets and reports (i.e. Microsoft Office)
