The Maryland Department of Labor, Licensing and Regulation, Division of Labor and Industry, MOSH (Maryland Occupational Safety and Health) administration is accepting applications from qualified candidates for two positions to function as Discrimination Investigator/OSH Compliance Officer I.  These are contractual positions and therefore do not have State benefits (i.e. paid holidays, paid sick, annual or personal leave, etc.).  (Note:  see Benefits section for information on limited health benefits available for contractual employees effective January 1, 2015.)

Main Purpose of Job

These positions have dual purposes: To investigate and document complaints filed under the Maryland Occupational Safety and Health Act, Section 5-604; and to conduct occupational safety and health inspections at the entry level in the Division of Labor and Industry. This work requires travel to work sites such as construction or manufacturing sites where conditions may be noisy, dirty and uncomfortable and requires the employee to use specialized safety equipment such as hearing protection, fall safety devices, goggles, head protection and respiratory protection. Employees may work in environments where there may be exposure to a variety of physical and health hazards. This position may require working in diverse work locations such as construction sites, rooftops, ladder only access points, confined spaces and rough terrain.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:   None

Note:  Experience in the interpretation and application of fire, health or safety regulations and the preparation of narrative reports documenting factual findings of inspections or investigations may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred:  Candidates with experience performing investigations and preparing written reports of findings; and the ability to interpret and apply law.

Preferred:  Bilingual Spanish speaking, reading and writing skills.  (Note:  candidates who indicate bilingual skills will be asked to demonstrate their skills during the interview as part of the selection process.)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

NOTE:  This position performs inspections at various locations around the State of Maryland.  It will be the employee's responsibility to be able to travel to/from remote work locations when needed.  Mileage will be reimbursed according to the current travel policy.

This position may involve out of state travel for up to two weeks at a time.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

SELECTION PROCESS

Successful candidates will be placed on the eligible list categorized as Best Qualified, Better Qualified or Qualified.  Candidates will remain on the list for a period of one year and will be referred to the hiring unit for interview selection.  Hiring units will select those candidates most closely demonstrating the qualifications for interview.

BENEFITS

Effective January 1, 2015 contractual employees who work 30 or more hours per week (or an average of 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  Contractual employees will be responsible for paying 25% of premiums for medical and prescription coverage.  The State of Maryland will subsidize the remaining 75% of the cost of these benefits. 

Employees also have the option to enroll in dental coverage, accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
