Main Purpose of Job

The Staff Specialist I – Higher Education, as the GEAR Up Grant Coordinator in the Office of Outreach and Grants Management (OGM) at the Maryland Higher Education Commission (MHEC), and is responsible for serving as the primary grant manager for the federal GEAR UP grant and the matching College Preparation Intervention Program (CPIP). The GEAR Up Grant is a seven year award that provides college scholarships to qualified low income students in a cohort model. The position will provide daily oversight to the grant program and will include but will not be limited to the following responsibilities:

POSITION DUTIES

  • Develop Request for Proposals (RFP) for competitive sub grant program.
  • Provide technical assistance to sub grant applicants and grantees on K-12 project development, compliance monitoring, implementation and related matters including but not limited to project monitoring, proposal review and sub grant awarding, and fiscal monitoring.
  • Develop specific outreach strategies and communications tools (i.e. print, media, social media, web, mobile app) to increase college access and success among low income and underrepresented populations served by the GEAR UP and CPIP grants.
  • Travel with occasional overnight required. Travel will include monitoring site visits within Maryland and attending out of state GEAR UP conferences annually.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree.

Experience: One year of administrative or teaching experience in post-secondary education programs.

Notes:

1. Possession of a master's degree may be substituted for one year of the required experience.

 

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with managing federal and state grant funded projects, and developing related policy reports.
  • Knowledge of college access and success issues of economically and environmentally disadvantaged students in grades 7 to 12.
  • Experience with marketing and outreach materials development (print, media, web).
  • Excellent written and verbal communication skills.
  • Experience utilizing software packages applicable to an office setting, including Microsoft Office (Word, Excel, Powerpoint, etc), Adobe Professional, and Google Mail.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

For education obtained outside the U.S. you will be required to provide proof of the equivalent American education by a foreign credential evaluation service.

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

EXAMINATION PROCESS

The examination will consist of a rating of all candidates’ education, training, and experience related to the requirements of this position.  Therefore it is important that applicants provide complete and accurate information related to this position.
