Main Purpose of Job
The Staff Specialist II – Higher Education serves as an Education Policy Analyst and provides professional level services to the Maryland Higher Education Commission (MHEC) in the Office of Academic Affairs – Collegiate Affairs Unit, and reports to the Associate Director of Collegiate Affairs. The position will provide professional services, including independent policy analysis, development, and implementation, to allow for MHEC to fulfill its statutory responsibilities with regard to the coordination, statewide planning, and regulation of postsecondary education. The selected candidate will be responsible to perform, but may not be limited to, the following activities:
POSITION DUTIES

Review new degree and certificate program proposals from in-state and out-of-state institutions in accordance with Maryland statute and regulations, and issue recommendations based on qualitative and quantitative data analysis.

Review new and renewal academic program proposals for consistency with the institution’s approved mission, ability to meet regional and statewide workforce need, and congruence with the goals of the Maryland State Plan; ensure against program duplication and for adherence with Federal and State EEO obligations.

Interpret, apply, and clarify MHEC policy, and relevant sections of the Education Article of the Annotated Code of Maryland and Code of Maryland Regulations (COMAR) for diverse internal/external constituents.

Implement, and recommend State policies and regulations relating to requirements for in-state and out-of-state colleges and universities operating in Maryland.

Maintain academic and institutional program databases, inventories, and records.

Responsible for the working on various special projects such as Commission, statutory, and Joint Chairmen Reports, and serving on relevant taskforces, workgroups, and committees as assigned by the Associate Director of Collegiate Affairs.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor's degree.
Experience: Two years of administrative or teaching experience in post-secondary education programs.
Notes:
1. Possession of a master's degree may be substituted for one year of the required experience.
2. Possession of a doctoral degree may be substituted for two years of the required experience.
SELECTIVE QUALIFICATIONS
Candidate must possess at least one year of experience using Microsoft Excel and Access at an advanced level or other database software in an educational or policy setting.
DESIRED OR PREFERRED QUALIFICATIONS
Competitive applicants will possess a master’s degree in Higher Education, Public Policy, or another relevant field from an accredited college/university. The successful candidate should possess excellent written and verbal communication skills, research and analytical abilities, and experience developing and applying policies and regulations, preferably in an academic affairs related setting. Additionally, applicants should be abreast of current issues in higher education including online learning and prior-learning assessment strategies, and have experience with working independently on multiple projects with fixed deadlines, working collaboratively as part of a team, and have potential to lead interagency work groups.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
For education obtained outside the U.S. you will be required to provide proof of the equivalent American education by a foreign credential evaluation service.
SELECTION PROCESS
Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.
