Introduction

The Division of Labor and Industry, Maryland Occupational Safety and Health (MOSH) is seeking qualified candidates for the OSH Compliance Hygienist I positions within the Division of Labor and Industry.  The primary purpose of the position is to enforce regulations and promote compliance with the State and Federal Occupational Safety and Health laws, regulations and standards to improve workplace safety for all Maryland workers.

LOCATION OF POSITION

Throughout the State of Maryland. Six months to one year of training will take place in Hunt Valley, Maryland. 

Main Purpose of Job

The main purpose of this position is to conduct occupational safety and health inspections at the entry level in the Division of Labor and Industry. Employees in this class may be required to work evenings and weekends and are subject to call-in during non-work hours in response to emergency situations such as accident investigations. The work requires travel to work sites such as construction or manufacturing sites where conditions may be noisy, dirty and uncomfortable and requires the employee to use specialized safety equipment such as hearing protection, fall safety devices, goggles, head protection, and respiratory protection. Employees may work in environments where there may be exposure to a variety of physical and health hazards, such as falling debris, noxious fumes and vapors, live electrical wiring and asbestos fibers. The work requires climbing ladders, working at elevated heights and in confined areas, and carrying test equipment such as voltage testers, sound level meters velometers, four gas meters and sampling pumps.

POSITION DUTIES

Participates in formal and on-the-job training programs related to safety and health inspection.  Learns how to interpert and apply complex technical standards, policies and procedures necessary for enforcement of the Maryland Occupational Safety and Health Law.  

Under supervision, observes and participates in routine safety and health inspections and interventions in private and public sector establishments.  

Develops, prepares and submits oral and/or written reports of field activity as required and requested.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in industrial hygiene, physical science or life science which includes twelve credit semester hours in chemistry and eighteen additional semester credit hours in any combination of the following: chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology or industrial hygiene.

Experience: None.  

Note:

1. Experience inspecting, researching and analyzing chemical and physical workplace hazards affecting employee health may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in General Inspection, Investigation, Enforcement and Compliance classifications or General Inspection, Investigation, Enforcement and Compliance specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
