Main Purpose of Job

The Regional Services Manager within the Treatment and Recovery Services unit of the Behavioral Health Administration is responsible for the monitoring and oversight of the implementation of substance abuse intervention, treatment and recovery services within an assigned region in the State of Maryland. This includes services to the criminal justice population, adolescents, adults, and individuals with co-occurring disorders. This position reviews and assists in the development of the Administration's policies regarding effective programmatic and fiscal practices and provides recommendations on new or revised legislation for substance abuse services. The Regional Services Manager also reviews and makes recommendations for proposed budgetary and programmatic regulations for substance abuse initiatives. This position is responsible for analyzing data and critiquing statewide management initiatives to ensure that such initiatives are in compliance with Behavioral Health Administrations' policies and appropriate practices and provides supervision to the State Care Coordination Program Manager. The senior level position will ensure the training of state, county and program level staff in the area of best practices for substance abuse intervention, treatment and recovery services. This facilitates a comprehensive and efficient substance abuse delivery system. The position also collaborates with other state and local stakeholders on joint efforts to combat the substance abuse prevalence within a particular region. This position is responsible for coordinating and developing the work plan for the Regional Technical Assistance Team. The team is comprised of members from various divisions within the Behavioral Health Administration. This includes Quality Assurance, Information Services, Management Services and Clinical Services. The position also provides technical assistance, education and guidance to local advisory councils that are mandated by SB 194. These responsibilities require expertise in the delivery of comprehensive substance abuse services.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in professional work related to treatment and services to persons with alcohol or other substance addiction, and three of which must have been at the managerial or supervisory level.

Notes:

1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience working with local health departments in the areas of substance abuse intervention, treatment and recovery services and professional experience monitoring program compliance with all applicable state and federal laws.
