Introduction

The Maryland Historical (MHT), the State's historic preservation office, located within the Maryland Department of Planning (MDP), is seeking an enthusiastic and energetic individual to fill the position of Assistant Grants Manager in its Office of Administration.

Main Purpose of Job

Under broad delegation from the Chief of Operations Management for the Maryland Historical Trust (MHT), incumbent primarily performs dutied associated with the administration of State-funded Historical Preservation, Maryland Heritage Area Authority and African American Heritage Preservation Grant Programs. This position also assists the Grants Manager with the State Loan Program, the Federally-funded Certified Local Government Pass-Through Grants, and with preparation of the annual National Park Service Historic Preservation Fund Application and End of Year Report, as needed. This position directly supports the Agency's mission by managing financial assistance programs that result in the protection and enhancement of Maryland's historical and cultural resources.

POSITION DUTIES

The position works with MHT grant project monitors, grantees, the Office of the Attorney General, and the MDP Accounting Office to collect, assemble, and ensure the accuracy of all information required for the execution and proper implementation of grant and contract agreements.  The position creates and maintains grant and contract files and databases, preparing correspondence and reports as necessary.  In addition, a critical function of the position is to verify documentation of grantee expenditures and process grantee payment requests.  The position may also be assigned other duties as necessary by MHT’s Grants Manager and Chief of Operations Management.

This job requires extreme attention to detail, excellent organizational, communication and interpersonal skills and a strong interest in working collaboratively.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes:

1. Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for each year of the required experience.

2. Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classification or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Accounting experience highly desired.

Proficient in MS Office Excel, Word, and Access.

Experience with a Grants Database Management System.

Experience in land record research and documentation.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
