Main Purpose of Job

The primary function of this position is to provide assistance to the Director of Procurement to ensure that the Department of Human Resources (DHR) is meeting its procurement goals in accordance with COMAR Title 21 and Procurement Policy and Procedures. The incumbent in this position supervises the Procurement Unit staff and serves as the Back-up Administrator over DHR's Corporate Purchasing Card Program; ensures that assigned procurement transactions for implementation of programs and services are processed in accordance with COMAR Title 21 Procurement Regulations, DHR and Department of General Services (DGS) Procurement Policy and Procedures; purchases commodities for DHR Central Administrations, as needed; advises and instructs staff to accurately prepare solicitations for: Requests for Proposals (RFPs), Invitation for Bids (IFBs), small procurement and DGS, contracts, contract amendments, contract renewals, DGS procurements, and Advanced Purchasing and Inventory System (ADPICS) requisitions for goods or services to assist them with the implementation of their programs and services by obtaining best value contracts for DHR through use of the competitive and non-competitive procurement processes; completes the Financial Management Information System (FMIS)/ADPICS requisition screen and notepad; reviews for substance and accuracy, and processes procurement transactions; delegates and take steps to meet cyclical workload demands; provides suitable/timely procurement training and share appropriate information to staff members; serves as the Back-up Administrator to assure statewide compliance with Department of Budget and Management (DBM), Comptroller's Office and DHR; and oversees all of the Department's Purchasing of supplies and equipment.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university.

Experience: Four years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:

1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year for year basis for up to four years of the required education.

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.

3. Candidates may substitute the following written certifications, obtained through passing an examination for the required education: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).

4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
