Main Purpose of Job
The Contractual Agency Budget Specialist II is the full performance level of work preparing, presenting and executing agency budgets. The main purpose of this position is the preparation and management of the annual operating budget and quarterly budget projections for federal, general, special, and reimbursable funds for assigned programs within the Prevention and Health Promotion Administration (PHPA). This position will also be responsible for preparing fund certifications, assisting with procurement, tracking grant and contract awards and expenditures, and satisfying federal award reporting requirements.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college or university.
Experience: Three years of experience in budget preparation, presentation and execution.
NOTE:
1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.
2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
The successful applicant must be proficient in utilizing accounting principles, have excellent Microsoft Excel and Microsoft Office software skills, have experience in monitoring multiple budgets and expenditures, and be able to conduct detailed analysis while performing in a fast-paced setting demonstrating the ability to multi-task. The incumbent must demonstrate good organizational, written and oral skills, and have the ability to learn and retain information quickly. Some working knowledge of federal awards and Department of Health and Mental Hygiene (DHMH) financial system would be helpful.
