THIS IS A POSITION SPECIFIC RECRUITMENT AND IS LIMITED TO PERMANENT AND CONTRACTUAL EMPLOYEES WORKING WITH THE MARYLAND DEPARTMENT OF THE ENVIRONMENT. THIS RECRUITMENT WILL BE USED TO FILL CURRENT AND FUTURE VACANCIES FOR THIS POSITION/FUNCTION ONLY.  THE RESULTING ELIGIBLE LIST WILL BE MAINTAINED FOR ONE YEAR.

Main Purpose of Job

The Geologist Lead/Advanced, Environmental Programs/Remedial Project Manager (RPM) is the senior level RPM position in the NPL (National Priorities List) Section. This position provides professional and technical oversight of investigations and cleanup actions at NPL sites in Maryland. NPL sites are contaminated properties that are designated by the U.S. EPA as warranting the highest priority for action. This position is responsible for ensuring that state concerns are addressed during the conduct of these highly technical and geologically oriented investigations and actions. This is the senior staff position in the Section and requires the incumbent to provide guidance and training to other members of the Section. The position requires extensive knowledge of geology and general science and experience with Superfund sites, managing cleanup actions and working effectively with the EPA and the Potentially Responsible Parties. In addition, this position plans and leads environmental investigations of potentially contaminated sites under the Site Assessment and Brownfields programs.

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in this classification.  It is not a totally comprehensive list of duties, nor is it restrictive regarding job assignments:

  • Reviews documents for technical competency and regulatory accuracy, completeness and consistency using knowledge of geology, scientific principles, site history, and State Applicable or Relevant and Appropriate Requirements (ARARs).  Provide written comments that summarize the document reviews discussed above using acceptable style and proper grammatical skills.
  • Represents the National Priorities List (NPL) Section in scheduled meetings to address environmental investigations and actions.  Conducts site visits to monitor environmental actions to ensure compliance with State ARARs.
  • Provides written summaries regarding environmental concerns and actions in accordance with accepted formats.  Organizes all available information for assigned projects, compiles accurate charts from laboratory data, critically reviews and analyzes reports, prepares appropriate correspondence, fact sheets and reports.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science.

Experience: Five years of experience performing professional geological work.

Notes:

1. Possession of a Master’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science may be substituted for the required education and one year of the required experience.

2.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in physical science classifications or physical science specialty codes in the geology field of work on a year-for-year basis for the required experience and education.  

LIMITATIONS ON SELECTION

THIS POSITION IS LIMITED TO PERMANENT AND CONTRACTUAL EMPLOYEES WORKING WITH THE MARYLAND DEPARTMENT OF THE ENVIRONMENT. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator’s license.

2. When assigned to an environmental program at the Department of the Environment, employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the Occupational Safety and Health Administration Website.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to walk over rough or unstable terrain or over long distances while wearing personal protection equipment such as respiratory protection equipment.

2. Employees in this classification may be subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response.

3. Employees in this classification may be subject to call-in on a twenty-four hour basis and, therefore, will be required to provide the employing agency with a telephone number where they can be reached.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified, Better Qualified or Qualified  and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences. The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
