 The DHCD Headquarters is located at the New Carrollton metro stop in Prince George's County.

POSITION DUTIES

The office of Human Resources is seeking a qualified candidate to serve as the full performance agency specialist for all HR transactions. The incumbent will be responsible for coordinating onboarding processes in Workday and the PIN database (DHCD's HRIS system). This position will manage data tracking, recruitment advertisements, personnel transactions and record retention functions in conjunction with HR officers. The incumbent in this position must maintain working knowledge of COMAR, State Personnel and Pensions Articles, and DHCD agency policies and procedures.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Notes:

  1. One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience. 
  2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Special preference will be given to applicants with:

  • Experience processing human resources actions in Workday.
  •  At least one (1) year of full-time experience working for a government organization performing human resources or personnel work.
