Introduction

THIS IS A POSITION SPECIFIC RECRUITMENT FOR THE CARROLL COUNTY BOARD OF ELECTIONS.  THE RESULTING ELIGIBLE LIST WILL BE USED TO FILL THIS POSITION/VACANCY ONLY.  PERSONS INTERESTED IN FUTURE VACANCIES IN THE ELECTION DIRECTOR II CLASSIFICATION WILL NEED TO REAPPLY.

LOCATION OF POSITION

CARROLL COUNTY BOARD OF ELECTIONS, WESTMINSTER, MD

Main Purpose of Job

The Election Director supervises and performs all responsibilities in a timely manner, in accordance with the Registration and Election Laws of Maryland, the Maryland Constitution, miscellaneous Maryland laws, and the Code of Maryland Regulations - Title 06 & Title 14 as well as rules, regulations and administrative directives disseminated by the Maryland State Board of Elections, to ensure that every citizen is afforded the opportunity to exercise their constitutional right to vote and guarantee the efficiency, accuracy and candor of all elections held within the Director's jurisdiction.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of experience applying federal, State, and local election laws and regulations applicable to conducting elections, which must have included at least one presidential or gubernatorial election.

Notes:

1. Specialized clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of one year for each six months of the required election office experience. Specialized clerical experience is defined as work in an office which requires reviewing, verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies, regulations, guidelines and procedures.

2. General clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of two years for each six months of the required election office experience. General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.

3. College courses from an accredited college or university may be substituted for up to four years of the required experience at a rate of thirty credit hours for each year of experience.

4. Additional experience as defined above may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

1.  At least three (3) years of applying federal, State and local election laws and regulations, including at least one presidential or gubernatorial election in the state of Maryland. 

2.  One (1) year of experience directly managing an office with a project or a staff of at least three people.

3.  Experience preparing and administering an annual budget for an organization.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require travel. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207 (d).

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
