Main Purpose of Job
This position provides guidance and support to the Local Departments of Social Services (LDSS) on the implementation of services available under the Title IV-E Waiver Program. The availability of resources to meet the needs of children and families is key to the overall success of Maryland's Child Welfare Program within the Department of Human Resources (DHR), Social Services Administration. The incumbent in this position ensures that policies and procedures are in place and that the LDSS implements and refers families and children to services that will strengthen the family and prevent children from coming into foster care. This position reviews research and State/Federal data trends in child welfare programs, practice, and financing; evaluates and interprets federal waiver guidelines and instructions; considers applicable agency goals, mission, and State plans and assures waiver project alignment; conducts field surveys, focus groups, and/or special studies to identify needs and priorities; participates in the development of all waiver project components; develops, collects, and analyzes data; develops and delivers administrative training to LDSS and contract staff related to waiver project components; establishes and approves training curriculum, CEU applications, coaching calls, and oversees ongoing trainee needs. This position also interprets child welfare services regulations based on legislation passed at the Federal and State levels; develops policies and procedures needed to implement new legislation; provides guidance, information, and support to stakeholders, community members, families, and private agencies; provides technical assistance to the Governor, Lieutenant Governor, DHR Secretary, Executive Director for Social Services Administration, Managers and related State agencies (i.e. the Department of Health and Mental Hygiene (DHMH), Department of Juvenile Services (DJS), and the Maryland State Department of Education (MSDE) on matters that are related to child welfare services.
MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.
Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes:
1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.
2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
