Main Purpose of Job
This position handles specific critical functions for the Deputy Executive Director of the Office of Operations within the Department of Human Resources (DHR), Family Investment Administration (FIA). The incumbent in this position is responsible for contract negotiations and monitoring, data analysis, personnel administration and related legislative and single State audits responsibilities.
POSITION DUTIES
This position monitors contracts such as the Governor's Workforce Investment Board, Food Supplement Nutrition Education, and the University of Maryland at Baltimore to ensure proper processing of invoices. Responsibilities include conducting quarterly visits, and monitoring the contract according to established monitoring plan. Incumbent monitors the co-payment contracts within the Bureau of Long Term Care, requests payments when necessary, and communicates with the facilities for vacancies, assignment of substitutes, and recruitment of replacements. Incumbent maintains the latest FIA Operations performance indicators and conducts data analysis upon request; develops the scope, tracks progress and provides periodic updates; supports the Office of Operations to develop and monitor processes related to the legislative and single State audit findings and/or corrective actions. Incumbent maintains database for the Office of Operations positions, and submits required paperwork for vacancies, screens candidates applications for recommended hires, reclassifications, personnel evaluation monitoring, organizational changes and other duties as assigned.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited college or university.
Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes:
1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.
2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.
