Main Purpose of Job

The main purpose of this position in the engineering/technical group of the Division of Capital Construction and Facilities Maintenance is to review and coordinate architectural designs for large scale Department of Public Safety and Correctional Services (DPSCS) Capital and Maintenance projects from program approval through design and constructive phases.

 

POSITION DUTIES

Reviews specifications and design plans for correctional facilities submitted by consultants for determining compliance with sound civil engineering practices, established standards, codes, ad regulations, such as those set forth by the Maryland Department of the Environment (MDE).

Atttends review meetings with DPSCS personnel and architectual/engineering consultants.

Plans, designs, and writes specifications; prepares estimates; produces drawings/sketches and estimates schedules for the construction of in-house construction projects.Advises the Division in investigation, evaluation, and preparation of project programs, and cost estimates. Evaluates cost estimates prepared by consultants pertaining to DPSCS projects' construction costs.

Plans and designs major, complex geotechnical engineering projects, such as foundations, access roads, utilities, dams, and a diversity of support facilities for building construction;

Plans and designs major and complex engineering projects associated with building construction in a particular engineering specialty; Endorses approved design documents as a personal certification of technical efficacy within an engineering specialty

May supervise, as appropriate, sub-professional technical personnel in the conduct of all assigned engineering projects;Prepares estimates on in-house projects and reviews and evaluates estimates prepared by assigned consultants;

Estimates material and labor costs; Writes project specifications.

Reviews design criteria and contract documents prepared by consultants as they relate to an engineering specialty

 

MINIMUM QUALIFICATIONS

Experience: One year of experience as a registered Professional Engineer, responsible for the design and/or review for technical efficacy of engineering systems for building construction appropriate to the option for which application is made, is required.

Notes:

1. Registration requirements (Paragraph V.) are established under the provisions of Article 75 2 1-21, Annotated Code of Maryland. The Secretary of Personnel cannot accept any substitutions.

2. Five years of engineering experience, responsible for the design and review for technical efficacy of engineering systems for building construction -- appropriate to the option for which application is made --on major or complex State projects, may be substituted for the required experience but only after the applicant has obtained registration as a Professional Engineer.

3. Within six months of the date of appointment, persons appointed to positions in this classification who are registered as Professional Engineers in another state must become registered by the State of Maryland.

DESIRED OR PREFERRED QUALIFICATIONS

Candidate should have experience with Autodesk AutoCADD Civil 3D software. Advanced credentials in Leadership in Energy and Environmental Design (LEED), experience as an engineer working in correctional facilities, and experience with Sketchup and Revit software is preferred.

Candidates should have experience with the Maryland Department of the Environment (MDE) review related to civil engineering practices and codes such as Erosion control, Stormwater management, and dam Safety. Experience as an expeditor or in dealing with MDE on project reviews and a permit are preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Applicants must be currently registered as Professional Engineers in Maryland or in a state with comparable requirements acceptable to the State Board of Registration for Professional Engineers, in the appropriate option for which application is made. Evidence of registration must be presented with the application.

EXAMINATION PROCESS

All persons who meet the minimum and selective qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.
