Main Purpose of Job

This position functions as the Intergovernmental Services Unit Supervisor, within the Department of Human Resources, Child Support Enforcement Administration (CSEA).  The incumbent in this position provides oversight of the unit's quality control reviews, audits, and program assessments; monitors the work of staff in order to achieve, validate and/or maintain high performance standards; develops communication strategies, office procedures to mediate, and resolves interstate case processing problems between States and local Child Support Enforcement agencies and partners (State's Attorney's, Sheriffs Offices and Public Officials); and ensures the efforts of the out-of-state and foreign child support agencies attempting to secure services (Paternity, Establishment, Enforcement, Location) in Maryland are met in accordance with State and Federal timeframes and policies.  This position also supervises and manages the Interstate Unemployment Intercept Program to ensure the timely collection and distribution of payments sent to other States; acts as the Intergovernmental Policy Liaison to provide information to Maryland's 24 local child support offices, CSES Technical Workgroups, Out-of-State Child Support Agencies, Federal Partners, and Child Support Associations regarding UIFSA, Maryland State Annotated Code laws, and CSEA policies and procedures; and creates communication publications (memorandums, alerts and/or bulletins) regarding Intergovernmental case changes in policy and/or cases processing.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

Applicants will need to meet both the Minimum Qualifications and the Selective Qualifications. 

SELECTIVE QUALIFICATIONS

Two years of experience in a Child Support Enforcement Administration program.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
