Introduction

This is a Position Specific Recruitment for the Family Investment Administration's Central Office.  You must currently work for the Family Investment Administration's Central Office within the Maryland Department of Human Resources, possess one year of experience determining eligibility for customers applying for a government assistance program and meet the minimum education and experience requirements to be approved for this recruitment.

Main Purpose of Job

This position serves as the Rapid Response Team Supervisor within the Family Investment Administration's (FIA), Bureau of Health Care Initiatives (BHCI) for the Department of Human Resources (DHR). This position is critical to the success of Health Care Reform (HCR) in Maryland, particularly in the 47 district offices of the Local Departments of Social Services (LDSS). The incumbent in this position supervises the HCR Rapid Response Team (RRT) Specialists; serves as a project manager for health care reform special projects; manages relationships with the Maryland Health Benefit Exchange (MHBE) Project Management Office, TIER II, Help Desk, and the MHBE Call Center, to maintain HBX system access for LDSS staff; and ensures accurate processing of Medicaid and Qualify Health Plan (QHP) applications. This position requires an expert knowledge of Medical Assistance and Modified Adjusted Gross Income (MAGI) under the Affordable Care Act policy and procedures for processing applications via the Maryland Health Connection, excellent written and verbal communication skills, and the ability to travel throughout the State with overnight stays.

POSITION DUTIES

This position provides direct supervision to HCR RRT Specialists; reviews eligibility decisions made by RRT specialists in accordance with applicable federal, State and local laws and regulations; provides Medicaid policy support to a unit of retirees completing eligibility determinations for customers meeting eligibility requirements for MAGI Medicaid; serves as project manager overseeing special projects related to specialized Medicaid case processing or HBS system issues; monitors the flow of information provided by RRT Specialists from the RRT Hotline and e-mail accounts to LDSS, MHBE Call Center, TIER II Help Desk and other FIA offices; establishes effective contacts; and reviews accounts and logs to identify user access issues related to processing Medicaid and QHP applications and navigating HBX and provides recommendations for solutions.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience determining eligibility for customers applying for a government assistance program.

DESIRED OR PREFERRED QUALIFICATIONS

Experience and use of personal computer software such as Word, Excel, Access, etc., and mainframe computer Client Automated Resource and Eligibility (CARES), Health Benefit Exchange (HBX), Electronic Case Management System (ECMS), FILENET, State Verification Exchange System (SVES), Maryland Medicaid Information System (MMIS),  Maryland Automated Benefits System (MABS), Service Access Information Link (SAIL), Child Care Automated Tracking System (CCATS), Systematic Alien Verification Exchange System (SAVE); and  specialized training experience with FIA programs, MAGI and QHP.

Limited to current employees of the Family Investment Administration's Central Office within the Maryland Department of Human Resources.
