Main Purpose of Job

The position will work closely with MDoAs Administrator of Supports Planning and the Office of Health Services at DHMH in the development and implementation of quality monitoring reports, forms, and mechanisms to report pertinent data for nineteen Area Agencies on Aging (AAAs)that provide Medicaid Supports Planning services. The AAAs serve individuals enrolled in several Home and Community-Based Services (HCBS) programs and MDoAs Supports Planning Administrator, Coordinator,and Support Planning Specialists/Liaisons are responsible for monitoring the performance and compliance of the AAAs network in accordance with the requirements of the Provider Solicitation for Comprehensive Case Management and Supports Planning Services for Medicaid Long-Term Services and Supports ('Solicitation'). Additionally, this position will provide supervision and guidance to six Supports Planning Specialists/Liaisons whose primary job functions include: providing technical assistance, performing oversight, and quality monitoring of AAAs in the provision of Supports Planning Services.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

 

SELECTIVE QUALIFICATIONS

Two years of experience in one or more of the following: 1) writing policy and procedural material for program manuals; or 2) providing formal training for human services program; or 3) conducting onsite audits and monitoring activities for regulatory compliance with a human service program.

Two years of year experience providing technical assistance in person, by telephone, or email to individuals working for a human services program.

Two years of experience in a supervisory or lead worker position providing technical assistance and guidance for five or more employees.

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
