Main Purpose of Job

This position functions as the Program and Systems Testing Analyst in the Bureau of Systems Support and the Office of Programs in the Department of Human Services (DHR), Family Investment Administration (FIA). The incumbent in this position participates in various aspects of systems operations including but not limited to: Updating the parameters of the Client Information System (CARES) and Service Access Information Link (SAIL) systems, processing and reconciling records in the Health Benefit Exchange (HBX) and Interim Data Base (IDB), review business requirements and design documents, and serves as a policy/systems expert/liaison for FIA programs.

POSITION DUTIES

Designs, develops, tests, implements and maintains automated systems such as the HBX and DHR systems in accordance with Federal and State rules and regulations; evaluates proposed design changes to ensure compliance with State and Federal statutes; designs and evaluates program solutions; participates on HBX, SAIL, CARES, WORKS, IDB and other systems development projects; collaborates with Office of Technology and Human Services (OTHS) System Security staff to reset System passwords; completes and submits forms and correspondence to OTHS related to security assess to Systems; develops procedures for Local Departments of Social Services (LDSS) as Federal and State health care reform and welfare reform changes are mandated in the use of the automated system; trains staff on new or existing procedures; maintains expert working knowledge of all FIA programs in order to assess system impact of changes; prepares procedural material; develops forms for implementation and maintenance of programs; assists in preparation of budget justifications; prepares reports and evaluations of programs as required; participates in the Request for Proposals (RFP) including the development, written RFP's, monitoring deliverables, and spending on contracts; and responds to inquiries from local departments, the public, local, State or Federal offices, the Governor's or Mayor's office, advocacy groups, legislators or other State agencies regarding aspects of the programs.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

Applicant must meet both Minimum and Selective Qualifications.

SELECTIVE QUALIFICATIONS

One year of administrative or technical experience in a Family Investment Program that includes the systems used to administer (CARES, SAIL, WORKS, EPPIC, ECMS, etc) or one year experience with the systems used to administer health benefits (HBX, IDB, and Maryland Medicaid Information System).

DESIRED OR PREFERRED QUALIFICATIONS

DESIRED/PREFERRED QUALIFICATIONS: The ideal candidate will possess:

1.  Knowledge of rules, policy regulations and procedures for Family Investment Programs including systems used to administer (CARES, SAIL, WORKS, EPPIC, ECMS, etc).

2.  Knowledge of the systems used to administer health benefits (HBX, IDB,   and MMIS).

3.  Knowledge of user testing.

4.  Knowledge of human resources program operations, problems and issues.

5.  Possess skill in applying inductive and deductive reasoning to reach logical solutions to systems issues and/or modification.

6.  Ability to use computer software applications.

7.  Ability to establish and maintain professional working relationships.

8.  Ability to effectively organize and manage work assignments to meet deadlines.

9.  Ability to write clear, readable materials and communicate effectively.

10. Availability to work occasional weekends and/or nights for validation of mass

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
