LOCATION OF POSITION

DHCD's Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.

POSITION DUTIES

The Energy Administrative Specialist is responsible for the independent implementation of administrative responsibilities and operational duties for the Housing and Building Energy Programs (HBEP) Division and for the weatherization programs funded through the EmPOWER and U.S. DOE. This position is one of the primary outreach liaisons for HBEP, working closely with State agencies, community action committees and various assistance networks to provide education on weatherization services and to expand the number of clients participating in the weatherization programs. The position is also a primary point of contact for individuals interested in the program, and for agencies or external partners seeking clarification of program policies related to participation and assistance for customers. This position will communicate with approximately 20-30 potential clients per day, which requires a detailed understanding of the full extent of the EmPOWER and U.S. DOE and HBEP programs and procedures, and sophisticated interpretation of these policies and procedures to external consumers, agencies and partners. The Energy Administrative Specialist is responsible for the collection, reporting and analysis of information related to inquiries, participation, eligibility and assistance provided. The Energy Administrative Specialist will analyze data, identify trends, and make recommendations to the Senior Assistant Manager and HBEP management regarding the trends and necessary policy revisions impacted by those findings. The Energy Administrative Specialist is responsible for maintaining current and accurate referral information, and for advising the Senior Assistant manager and HBEP management team on the volume of program participation and production-related issues from external program partners. This requires independent judgment and analysis, and the ability to recommend and implement program

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience working with EmPower and U.S. DOE Programs.
  • Experience working with Housing and Building Energy Programs.
  • Customer Service experience providing support for energy efficiency or weatherization programs.
  • Experience working with Databases.
