This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

This position provides grant, grants procurement and federal grants budget support to the Air and Radiation Management Administration by managing tasks related to federal funds financial management, procurement processing, computer inventory management, as well as other administrative duties as assigned.

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in this classification.  It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments:

  • Reviews grant proposal's scope of work prepared by program staff, calculating and attaching a balanced budget necessary to meet the scope of work, monitor the activities and report the financial data to the federal agency as established in the grant conditions and award.
  • Submits federal grant applications through the EPA's grants.gov and applies for federal grants thru the Food and Drug Administration.
  • Prepares request for grant reimbursable funds from other Maryland State agencies.
  • Performs reconciliation with maintained financial data comparing it to the State's accounting system. 
  • Serves as the procurement agent for all procurement activities for ARMA within delegated authority. 
  • Guides programs and budget staff in the creation and processing of purchase orders within the Administration's delegated authority.
  • Reviews all types of procurement requests from ARMA programs approving for accuracy and completeness of specifications, use of State contracts when required, appropriate use of agency objects and funding codes as well as trying to achieve Minority Business goals.

 

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience with State or Federal Government;
  • Experience applying for and managing federal fund awards;
  • Experience issuing or granting awards or loans;
  • Experience with accounts receivable
  • Experience with procurement and or contracts;
  • Experience with Microsoft Office Suite.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best, Better or Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
