Main Purpose of Job

The position will execute the following activities: (1) Support programmatic administration, performance monitoring, and oversight of Community Health Resource Commission (CHRC) grants.  This will include development of grantee performance and evaluation measures and customized reporting templates in MS Excel, managing ongoing administration for the CHRC’s open gran portfolio (approximately 60 open grants), and offering recommendations to the Executive Director whether grantees are achieving the goals of the program consistent with the CHRC-approved award.  In addition to grant-monitoring activities, the position will: (2) Respond to external requests for information about CHRC grants and activities, including developing and updating content for CHRC monthly Newsletter and public website; (3) Create and maintain CHRC public communication media, i.e., oversight of the CHRC website; and (4) Respond to additional special projects and assignments requested by the CHRC Executive Director.  The position requires knowledge, skills, and abilities in the following areas:  data analysis, performance measurement, website development, both oral and written presentation skills, and general knowledge of health care issues.  In addition, the ability to work in a small, fast-paced office and meet time-sensitive deadlines on a regular basis is required.  The incumbent in this position must have excellent writing skills and full proficiency in MS Excel, PowerPoint and Word.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

Six months of the required experience must involve working with grant or performance monitoring and/or similar experience in legislative/policy affairs.  Prior experience working in state or local government in these areas will be highly valued. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
