DHCD's Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.

POSITION DUTIES

Maryland Affordable Housing Trust (MAHT) Reporting and Compliance Manager overall purpose is to assist in planning and directing the activities of the (MAHT) Program in regard to its daily administration, operational and program management. The primary focus of the position is ensuring compliance by: the recipients of  MAHT funds in regard to the project reporting requirements and with the intended use of funds; title companies in regard to MAHT account enrollment and reporting requirements; and, financial institutions in regard to remittances made on behalf of title companies. The position also provides support for the annual and/or semi-annual funding rounds and provides technical expertise regarding program operations.

MAHT was created to make affordable housing more available throughout the State of Maryland for low income households by funding capital, operating and supportive services costs associated with the development and preservation of affordable housing. A portion of the interest generated by title company escrows provides the funding for MAHT. The MAHT staff coordinates closely with the Maryland Insurance Administration (MIA), which has enforcement powers over non-compliant title companies and agents.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

  • One year experience reviewing, analyzing, validating, and reconciling financial/accounting information.
