Main Purpose of Job

The Maryland Department of Health & Mental Hygiene (DHMH) is accepting applications for a full-time contractual Health Policy Analyst-I position with the Medicaid Office of Health Services. This position is responsible for In-Home Supports Assurance System (ISAS) compliance analysis including applying and interpreting Medicaid payment policies. Working within the Office of Health Services in the Office of the Deputy Secretary for Health Care Financing, this position plays a vital role in the Medicaid program. This position will address high priority projects, which include planning and developing health care services, policies, and organizational workflows within the ISAS Program. This involves but is not limited to provider outreach and education, program integrity monitoring, communicating with Providers and Supports Planning Agencies (SPAs), and using the Long Term Services and Supports (LTSS) and ISAS databases. The selected individual should have strong skills in strategic planning for federal and/or State programs, specifically Medicaid, skill applying, interpreting, analyzing large data sets, and strong oral & written communications skills. 

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.

 NOTE:

A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The selected individual should have strong skills in strategic planning for federal and/or State programs, specifically Medicaid, skill applying, interpreting, analyzing large data sets, and strong oral & written communications skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
