Main Purpose of Job

This position is responsible for addressing high priority projects including the evaluation, analysis, research and development of behavioral health integration services and policies within Medicaid's Behavioral Health Unit. The employee will be responsible for analyzing health policy specifically related to the delivery of behavioral health services requiring clinical education or experience in behavioral health. The incumbent will also assist with the development and implementation of behavioral health programs establish policy and compliance procedures for existing and new programs that fall under the Behavioral Health Division. This position will assist in the direction and/or coordination of program policy, coverage and reimbursement for behavioral health services, which includes both mental health and substance use disorder programs. This positon will also work closely with the Administrative Service Organization (ASO), the Behavioral Health Admionistration (BHA), as well as the Managed Care Organizations (MCOs) to analyze and anticipate the impact of the Center for Medicare and Medicaid Services (CMS) policy changes and/or directives on Medicaid Behavioral Health Unit, the BHA, and MCO policies and projects.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Note:

A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have training or education in health policy review or analysis in addition to clinical experience in behavioral health (includes internships).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
