Main Purpose of Job

The Prevention and Health Promotion Administration(PHPA) mission is to improve the health of Marylanders by preventing the acquisition and transmission of diseases, helping persons live longer, healthier lives through health services programs, and protecting individuals and communities from environmental health hazards. PHPA works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the provision of maternal of child health services and the prevention, control, monitoring, and treatment of infectious diseases, cancer, chronic diseases, and environmental health hazards.

The Health Policy Analyst II is housed within the Office of Policy and Planning (OPP) and provides assessment, policy analysis, research, writing, and analytical work in support of public health initiatives for the PHPA and the Department. The Office of Policy and Planning supports the programmatic, administrative, and policy direction of the PHPA Director's Office.

This position provides professional input and assistance in formulating and reviewing health policy for PHPA including legislative analysis, preparation of legislative proposals, and regulation development and changes. Additionally, this position works on special projects as needed. This position serves as the lead health policy analyst for the Infectious Disease Prevention and Health Services Bureau and Environmental Health Bureau, but also provides support as needed to the Maternal and Child Health Bureau and Infectious Disease Epidemiology and Outbreak Bureau. Principal functions of the position include:

  1. Providing support for the OPP Director and the PHPA Leadership Team through policy analysis, program coordination, document preparation, research, and collaboration;
  2. Conducting and supporting selected PHPA program projects, as needed;
  3. Assisting with and coordinating strategic planning activities in support of PHPA public health initiatives primarily focused on infectious disease and environmental health;
  4. Representing the Administration in meetings and, initiatives, and on task forces ;
  5. Providing technical assistance in support of the PHPA mission; and
  6. Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

 Notes:

 1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

 2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience in public health, evaluating, analyzing,researching and developing health care services, policies, and programs. Experience in at least two of the following areas: regulations development/modification, legislation development/admendments, position paper development, legislative reporting, and/or formulating policy recommendations is desirable.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
