This is a position specific recruitment for the Department of Natural Resources, Chesapeake and Coastal Service- Annapolis, MD location.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Maryland Department of Natural Resources, Chesapeake and Coastal Service, is currently accepting applications to fill a Natural Resources Planner IV position to work in the Habitat Restoration and Conservation Division in Annapolis, Maryland. The position will support the implementation of ecosystem restoration projects to meet Maryland's Two-Year Milestones, as part of the Chesapeake Bay Program's regional goals to accelerate Bay restoration. Travel is required to fieldwork sites around Maryland.

The selected candidate is responsible for identifying suitable conservation and restoration projects, establishing conservation and restoration goals, coordinating with partner agencies, developing restoration plans and designs, securing funding for projects, obtaining the necessary permits, and managing all aspects of restoration projects from the initial site visit through the final inspection. The incumbent will collect, review, interpret, analyze, and integrate information related to statewide natural resources with a focus on wetlands, forests, and streams. Job duties require the understanding and use of various statistical modeling techniques, including GIS, for ecosystem or watershed analysis, planning, and management, and to support the development of natural resource policy.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Five (5) years of experience in natural resources planning or applied environmental science.

Notes:

1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological, environmental sciences and one year of experience in natural resource planning or applied environmental science may be substituted for the required education.

2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences maybe substituted for up to three years of the required experience.

3. Possession of a Doctorate Degree from an accredited college or university in natural resources planning, management, administration, development, environmental urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, chemical, biological or environmental sciences maybe substituted for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the  general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.  

SELECTIVE QUALIFICATIONS

One year of the above experience must be in the management and oversight of ecological restoration and/or conservation projects such as wetland restoration, stream restoration, riparian buffer plantings, etc.

DESIRED OR PREFERRED QUALIFICATIONS

Project design experience is preferred but not required.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
