Main Purpose of Job
POSITION DUTIES
- Staff the State Emergency Operations Center (SEOC), including in a leadership/command role, upon activation for real-world events/incidents and exercises. Attend trainings and exercises and retain competencies to be appropriately prepared for SEOC staffing needs.
- Administers MEMA’s digital engagement program, including overseeing an engagement and marketing plan, with the purpose of increasing emergency preparedness for residents and businesses in Maryland and expanding MEMA’s audience.
- Creates, publishes, and monitors digital content related to MEMA and preparedness on a variety of platforms that include, but are not limited to, social media applications, graphic, audio, and visual design, and written blog or other outreach material.
- Develops crisis communications and press release material, especially during emergency situations and in digital formats.
- Maintains the MEMA website and MD Prepares mobile app, including both routine updates and significant layout and operational changes.
- Supports and participate in Preparedness Directorate and overall Agency initiatives and programs, as assigned by the Branch Manager, Preparedness Director, and/or Executive Director. Supports the MEMA Operations and Administration Directorates, as needed, including during activations of the State Emergency Operations Center.
LEVEL, FREQUENCY AND PURPOSE OF WORK CONTACTS:
- Daily contact with External Outreach Branch staff members to coordinate efforts and collaborate on projects to augment outreach and marketing of the Branch’s programs.
- Daily contact with the External Outreach Branch Manager to review strategy and formulate a plan of action for the digital engagement program, as well as advise Branch Manager on opportunities for intra- and inter- agency collaboration through digital media.
- Daily to weekly contact with the Preparedness Director and other Preparedness Directorate Branches (Adaptive Plans and Active Learning & Exercising) to ensure unity of effort for the Agency’s “Center for Preparedness Excellence.”
- Weekly contact with other MEMA Directorates (Operations Support and Administration) to ensure unity of effort in creating a resilient Maryland.
- Regular contact with the Office of the Governor and the Director of Interagency Digital Engagement in order to develop and maintain the State’s social media presence.
- Weekly contact with State of Maryland personnel involved in digital and social media to ensure a consistent, statewide message prior to, during, and after emergencies. ·
- Daily contact with the general public through social and traditional media to promote agency efforts, programs, and activities.
- Regular contact with contractors working for MEMA as determined on a project by project basis.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.
