Main Purpose of Job

The Department of Natural Resources, Chesapeake and Coastal Service Restoration Financing Division in Annapolis, is currently accepting applications for an Administrator I. The selected candidate will have the role of Implementation Project Officer under the Restoration Financing and Policy Division within DNR's Chesapeake and Coastal Service.

This position will manage multi-year, multi-partnered targeted restoration programs affiliated with the Chesapeake and Atlantic Coastal Bays Trust Fund. Specific tasks related to this role include: project/contract management via minimum of quarterly site visits and meeting oversight of invoicing and tracking of expenditures, and assistance in developing an annual report to the State legislature. In addition, the Implementation Project Officer will provide technical assistance and coordination in the development of new projects and partnerships and advise and assist the Division in the development of new financing strategies, policies, and tools related to Chesapeake Bay and local watershed restoration.

The incumbent will also supervise, monitor and approve expenditures for The Tributary and Wetlands Restoration Fund restoration funds by overseeing the awarded budgets, spending schedules and project contract budgets from the fund source.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of the above experience must be in managing non-point source pollution reduction projects, such as stormwater best management practices, agricultural best management practices, and stream restoration.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
