Main Purpose of Job

The Department of Natural Resources (DNR), Fisheries Service, is currently recruiting for an Administrator I position. The incumbent will serve as the Senior Constituent Relations Manager. The main purpose of this position is to assist the Director of DNR's Fisheries Service by managing relations with stakeholders to assist with co-management of Maryland's fishery resources. This position is responsible for developing strategic constituent relation plans, managing stakeholder relations, communicating key messages and receiving and processing input, and providing advice on policy decisions. Stewardship, sustainable resources, and optimal resource benefits are mission elements supported by this position.

The incumbent will specifically evaluate the effectiveness of strategies to communicate with fisheries stakeholders, identify areas where improvement is needed, and recommend solutions. Other duties include representation of Fisheries Service at meetings; manage constituent relations by working closely on an ongoing basis with fisheries stakeholder groups including commercial and recreational fishing community, aquaculturists, environmental advocacy groups and general public. In addition, the selected candidate will provide advice to Fisheries Service Director on fisheries policy issues.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four (4) years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of the above experience must be in the developing and/or managing of constituent's participation plans/strategies in a Maryland government entity.

DESIRED OR PREFERRED QUALIFICATIONS

Training and/or experience in fisheries management is preferred but not required.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
