Main Purpose of Job

The main purpose of this position is to direct and oversee the administration of the statutory licensure mandates of the Board of Physicians, Allied Health Programs established under Titles 15-101 (Physician Assistants); 14-5C-01 (Polysomnographic Technologists); 14-5B-01 (Radiographers, Nuclear Medical Technologists, Radiation Therapists and Radiologist Assistants); 14-5E-01 (Perfusionists), Health Occupations, Annotated Code of Maryland, encompassing over 12,000 allied health professionals.

This includes direction of the daily operations of the Allied Health Division, which entails planning, developing, evaluating and implementing administrative procedures, and supervising the work of subordinate administrative staff to ensure that the Board fulfills its statutorily mandated responsibilities. Some responsibilities may include, but not be limited to licensure, policy and regulation, standards of practice, and Board advisory committee functions pertaining to the Allied health Programs; entailing organizing, implementing, administering and supervising the interpretation, and application of related Board statutes and regulations, policies, directives and procedures; and recommendation of changes to statute, regulations, policies and procedures designed to accomplish the mission of the Board.

Some additional responsibilities may include seeking/obtaining Board approval, as mandated in statute, regarding initial requests for and reinstatement of licenses for each above referenced Allied Health Profession. This process includes on an ongoing basis, effective written and verbal presentation to the full Board during its monthly meetings, addressing questions posed by Board members and providing additional information as required for Board approval. In addition to licensure approval, duties include seeking approval of Physician Assistant Delegation Agreements and Athletic Trainer Evaluation and Treatment Protocols, each of which is required for their respective progression, before being allowed to practice.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited college or university.

Experience: Four (4) years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

The successful applicant will have at least one year of experience interpreting and implementing Maryland Statutes and Regulations, to include working collectively with various committees and/or Boards.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate for this position should have at least two years of professional experience in a supervisory or managerial role.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
