Main Purpose of Job

This position serves as a Project Manager in the Department of Human Resources (DHR), Child Support Enforcement Administration (CSEA) Contracts and Procurement Unit and is responsible for all functions related to planning, organizing, and managing the contract services related to the customer service call center contract. The incumbent in this position will also ensure that the programs and projects within CSEA and the related contracts are developed, coordinated and implemented for the purchase and disposition of equipment, services, supplies, information technology, and other needs, which must be obtained through the competitive, exempt or negotiated procurement process, in accordance with the following: Maryland State Title 21 Procurement Regulations, the Office of Federal Procurement Policy (OFPP) in the Office of Management and Budget, DHR policies and CSEA internal procedures. The position functions also serve as a principal assistant to departmental executives for program review, development and coordination.

POSITION DUTIES

1. Develops and implements rules, regulations, standards, and controls for carrying out and completing the work of assigned programs. 2. Manages competitive contracts by assessing and monitoring contractor performance, reviews and approves invoices, identifies deficiencies, requires and approves corrective action plans and assesses any penalties provided for under the contract. 3. Meets with contractors to discuss contract performance and service delivery issues. Establishes and conducts periodic site visits and audits/reviews documents of the required functions and tasks performed in accordance with contract and issue reports of findings as required by CSEA procedures. 4. Develops program expenditure reports for tracking and documenting expenditures; reviews invoices to ensure that items billed are provided for in the contract, total amount of expenditures is correct and all required documentation is included; processes invoices for payment once all expenditures are verified and return to provider for non-verified documentation requiring corrective actions; and participates in end-of-year closing to ensure that correct amounts are accrued for payment of invoices for prior year's costs that are submitted after the close of the fiscal year budget. 5. Tracks contract compliance (i.e., statistical reports, case reviews and audit reports); assesses results and issues reports of findings as required by CSEA procedures. 6. Implements corrective action procedures by notifying contractor of deficiencies, requiring the submission of corrective action plans, approving the plan and following up to ensure actions taken resolve identified deficiencies. 7. Identifies and assesses the needs for contract modification and solicits recommendations from CSEA management staff, Office of Attorney General, and DHR's Procurement Department in the negotiation of terms and conditions of the modification, as well as financial feasibility. 8. Provides instructions and training, as necessary, to Local Child Support agencies related to contractor services and interfaces related to reporting, meetings and communication protocols. 9. Develops and maintains the statewide Customer Service Desk-Guide.

MINIMUM QUALIFICATIONS

Applicant must meet both Minimum and Selective Qualifications

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work. (Please give specific examples of the duties stated above)

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience with management/monitoring oversight of a contract and/or one year of experience developing, coordinating and implementing contracts.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

Minimum Qualifications:

Credit may be given for relevant part-time, temporary, or volunteer experience if you list the number of hours worked per week.

Education obtained outside the United States or its territories: You will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. Foreign school credential evaluations must be submitted with your application.
