Main Purpose of Job

The Department of Natural Resources, Fisheries Service in Annapolis, MD, is currently accepting applications for an Administrator II (Electronic Reporting Program Coordinator).

As the Electronic Reporting Coordinator, the main purpose of this position is to direct all aspects of the Commercial Hailing and Electronic Reporting (eReporting) Program.  This includes; (1) coordinating a unit-wide transition to eReporting from traditional reporting methods for the entire commercial fishing fleet of 5,000+ commercial fishermen and seafood dealers in Maryland; (2) managing the administration of all outreach and training for the eReporting Program; (3) managing all data received for quality control and quality assurance; (4) and performing database management and data analysis.

The eReporting Program is a new commercial harvest reporting system being developed to enhance timely and accurate catch data essential for effective fishery management.  The basis of this program is the use of electronic data submission to DNR versus traditional paper reports.  Directing this program will require the incumbent to coordinate intra-agency / departmental information gathering for program development and management, collaborate with the eReporting program software developer and other state and federal partners regarding data dissemination, work with commercial industry representatives on the development and dissemination of outreach and training materials, and facilitate the implementation of the eReporting program within the various commercial fisheries in Maryland which includes over 5,000 commercial fishermen and seafood dealers.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four (4) years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of the above experience must include working with biological data sets.

DESIRED OR PREFERRED QUALIFICATIONS

Working knowledge of Microsoft Excel, Word and Access is preferred but not required.

Excellent organizational, communication, and customer service skills are preferred but not required.

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
