Main Purpose of Job

The Procurement Manager will manage and oversee the day-to-day operations of all procurement and contracting activities and will serve at the request of the Executive Director as the designated procurement officer for all MHBE procurements. This position will ensure that MHBE is compliant with policies and procedures in order to procure goods and services.  

POSITION DUTIES

  • Develop contract specifications, including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals and advertisement requirements in accordance with State procurement procedures, laws and regulations for the procurement of all necessary services, supplies, maintenance and equipment;
  • Review and analyze purchase requisitions and work with and advise departments on the most appropriate procurement methods to use, such as negotiated awards, competitive sealed bidding, competitive sealed proposals, sole source or emergency in accordance with State Procurement laws, procedures and regulations;
  • Conduct pre-bid and pre-proposal conferences, site inspections, explain procurement requirements, establish procurement procedures and schedules, participate in and/or conduct offeror discussions and contract negotiations;
  • Conduct bid openings for competitive procurements to determine whether offerors are reasonably qualified to be selected for award and may recommend proposals for awards;
  • Examine bids to determine issues of responsiveness and responsibility and/or the need for additional information;
  • Use the Advanced Purchasing and Inventory System (ADPICS) portion of Financial Management Information Systems (FMIS) to facilitate the procurement process. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned or non-commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience in one of the following: Professional public sector procurement, or private sector contracting experience, or experience advertising procurement opportunity and distributing specifications to vendors as well as receiving and evaluating bids or proposals.

One year working in a State of Maryland agency as a procurement professional, including knowledge of State procurement practices and policies as well as the State procurement system, ADPICS, FMIS, and RSTARS.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
