Introduction

The Maryland Department of Disabilities (MDOD), a national leader in advancing the rights and interests of people with disabilities, is seeking an Asst. Project Director to help successfully implement the Promoting the Readiness of Minors in Supplemental Security Income Initiative (MD PROMISE).  Funded through a grant from the US Department of Education, MD PROMISE provides services at no-cost to youth ages 14-16 who are receiving Supplemental Security Income (SSI) benefits and their families.  The goal of these services is to help youth and their families obtain education or training, find work, and access other resources to reach their goals.

Main Purpose of Job

The Assistant Project Director works closely with the Director to coordinate program activities and manage day-to-day operations.

POSITION DUTIES

Monitor contracts to ensure contract objectives are accomplished, vendors meet their responsibilities, and invoices are in compliance with contract terms and state purchasing requirements;

Complete contract drafts outlining deliverables, performance standards, and terms of payment;

Facilitate program implementation by responding timely and accurately to substantive requests for program budget and statistical information based on the needs of the requestor/s;

Develop and maintain various automated databases, spreadsheets and graphics in support of program activities and operations to include tracking and following up on budget projections, payment schedules and contract activities;

Track, document and prepare written reports and other materials related to all grant activities; and

Solve program administration problems and/or propose improvements to administrative processes necessary to carry out the program in compliance with State and Federal policies and procedures.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Working knowledge and experience with policy and/or programs in the areas of employment or education of people with disabilities;
  • Demonstrated experience in contract management or procurement involving duties such as: soliciting, evaluating and monitoring contracts and/or ensuring compliance with governmental procurement laws, regulations and conditions;
  • Experience planning and directing activities or managing the day-to-day operations of an organizational unit or program;
  • Good organizational, multi-tasking and problem solving skills;
  • Highly proficient in Microsoft Word and Excel;
  • Strong attention to detail; and
  • Excellent oral and written communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
