Introduction

Overview Of The Position

The Maryland Office of the Public Defender is a statewide agency that provides superior legal representation to indigent clients at all stages of the criminal case including trial, appeal, and eligible post-conviction proceedings.  Representation is provided through offices and services at 52 locations statewide with a workforce of approximately 1000 employees.  The Grants Manager will identify, define, and develop funding sources to support existing and planned program activities as well as coordinate the development, writing, and submission of grant proposals.  The individual selected will also be responsible for collecting, analyzing, and reporting data on the performance of program activities.

Main Purpose of Job

This position serves as the Statewide Agency Grants Manager responsible for agency-wide grants management functions including: cultivation of donors; research, writing and submission of grant proposals and reports; formulating agency policy and procedures; monitoring grant funds; implementing agency protocols; analyzing and developing strategic grant initiatives. The Grants Manager plays a key statewide role in addressing future projections and long term planning affecting OPD offices consistent with the Agency's mission to insure the equal protection of the laws to indigent criminal defendants in Maryland.

POSITION DUTIES

Primary Duties and Responsibilities

- Identifying, researching, developing, and responding to public and private grant opportunities.

- Preparation of grant proposals and applications.

- Ability to collaborate well with internal stakeholders and gain a strong understanding of OPD's programs, goals, and financial needs.

 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Training and Qualifications

- Extensive grant writing and grant management experience.

- Ability to create and maintain strong relationships with public and private grant sources.

- Grant development, writing or policy experience in the criminal justice field (strongly preferred).

- Excellent writing, computer and database management skills.

- Exceptional organizational and time-management skills.

- Experience successfully working in a deadline-driven environment.

- Ability to work in a fast-paced, collaborative environment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
