Main Purpose of Job

The Maryland Department of Budget and Management, Office of the Statewide Equal Employment Opportunity Coordinator is seeking a motivated and knowledgeable professional to join its team. This position is responsible for providing professional expertise in the areas of equal employment opportunity compliance, training, investigating, reporting, planning, and diversity consultation to Fair Practices Officers, Equal Employment Opportunity Officers, Americans with Disabilities Act Coordinators, managers, supervisors, and employees in executive branch and independent agencies that comprise Maryland State government. The primary purpose of this position is to assist the State in implementing equal employment opportunity and ensuring adherence to the standards set forth in the Annotate Code of Maryland, State Personnel and Pensions Article (SPP), § 2-302, Title 5, subtitle 2 and 3, and the Governor's Code of Fair Employment Practice, Executive Order 01.01.2007.16. The ideal candidate will have: Excellent organizational and communication skills (both verbal and written) Sound investigative experience and technical knowledge Strong analytical skills and experience analyzing EEO data and developing related reports Skilled in MS Office Suite (Word, Access, Excel, and PowerPoint).

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

At least one year of the required experience must have been in one of the following:

  • Performing EEO investigations or training.
  • Providing services in civil rights and/or labor and employment law.

DESIRED OR PREFERRED QUALIFICATIONS

Completion of coursework or training in EEO and/or labor law.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
