LOCATION OF POSITION

DHCD's Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.

POSITION DUTIES

The Division of Community Development Administration has an immediate opening for Senior Financial Analyst. The Senior Financial Analyst administers critical functions of the approximately $25 million monthly TBA mortgage backed securities program.  The senior financial analyst also manages both internal and external parties to ensure Community Development Administration goals are met which requires the ability to negotiate, motivate or influence external parties to take action. The position analyzes the effectiveness of current agency offerings and makes recommendations to senior executives.   The position also develops and maintains policies and procedures for the Maryland Community Development Administration’s Single Family Mortgage Backed Securities program.  The senior financial analyst also acts as team lead for internal projects as well as agency-wide initiatives and represents the agency at inter-department meetings and external conferences.  The position is required to respond to ad-hoc request from senior executives requiring a high degree of flexibility and creativity.  The senior financial analyst is required to act as a project manager working with assignments that require strong implementation skills of new technologies.  This position requires a high degree of accuracy and discretion.  Investor level data is used by rating agencies as well as investors, bondholders, bond counsel and the trustee.  Inaccurate information could lead to lawsuits and/or higher cost of capital.  By issuing bonds, CDA meets the mission of the Department to provide financing at competitive interest rates, which expands the housing opportunities and affordability for low and moderate income citizens in Maryland.  Loan level data includes confidential borrower information which is aggregated to measure program effectiveness.

MINIMUM QUALIFICATIONS

Minimum and Selective Qualifications are required. Please read carefully.

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year experience with Emphasys software using the following modules:

  • Loan Tracking
  • Single Family Portfolio Management

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
