Main Purpose of Job

The main purpose of this position is to lead and direct the Early Head Start early childhood education program and staff for the program; coordinate classroom environment in accordance with Infant and Toddler Environmental Rating Scale (ITERS); ensure that staff maintains the necessary amount of training; and completes required documentation accurately and timely. The position will also provide direct services, including assessments and screenings, and is responsible for the implementation of the Talbot County Early Head Start's developmentally appropriate program for infants and toddlers under the age of four (4). The position will also ensure that the program is operating in accordance with Federal performance standards, Maryland Family Network regulations policy and procedures, and childcare licensing regulations. The position will also work collaboratively to meet all of the health and safety policies of the Talbot County Health Department.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Notes:

1. A bachelor’s degree from an accredited college or university in another field plus one year of professional experience in health services may be substituted for the specific degree.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Bachelor's degree in Early Childhood Education or related field with infant/toddler emphasis
  • Ability to establish priorities, implement goals, provide individual, family & group counseling, and willingness to make home visits.
  • Able to advocate effectively for families, and to make assessments and appropriate referrals.
  • Excellent planning, organizational skills, service coordination skills, problem solving skills, written & verbal communication skills.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
