Main Purpose of Job

This position is critical to the success of the Department of Human Resources (DHR), Health Care Reform (HCR) and overall Family Investment Administration (FIA) operations for the Local Departments of Social Services (LDSS) in accordance with applicable Federal, State and Local laws, regulations, policies and procedures. The Deputy Director is a leadership position that provides monitoring, devises work procedures and administrative controls, and representation for FIA, LDSS, Maryland Health Benefit Exchange, Maryland Department of Health and Mental Hygiene, Office of Inspector General and other modal administrations. The position requires a highly qualified, creative individual who can work independently, represent the agency professionally in multi-agency meetings, and possesses expert knowledge of existing Medical Assistance, Food Supplement Program (FSP), Temporary Assistance to Needy Families (TANF) and Temporary Disability Assistance Program (TDAP) policies and local office operations, and who demonstrates excellent written and verbal communications skills and able to travel throughout the State with overnight stays. The incumbent in this position develops tools for oversight of performance indicators; provides and delivers written and automated technical assistance for the LDSS district offices when needed; delivers technical assistance directly to district offices' staff as needed; monitors corrective actions implemented in order to improve operations; delivers dynamic and credible in-person and electronic presentations to executive leaders, local department managers and front-line case managers; reports to the Director of the Bureau of Local Operations within FIA, Office of Operations; and works in conjunction with all Directors of FIA bureaus to achieve the goals of the agency.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated below and include any computer software experience (Excel, CHESSIE, Powerpoint, Word etc.) used in the each of the positions you held.

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

Candidates must possess two years experience monitoring compliance or implementing corrective action plans for one of the following Family Investment Programs:  Food Supplement Program, Temporary Cash Assistance, Temporary Disability Assistance Program, Community Medical Assistance which includes Modified Adjusted Gross Income/Health Care Reform.  

DESIRED OR PREFERRED QUALIFICATIONS

DESIRED/PREFERRED QUALIFICATION: 

The ideal candidate will possess:

1. At least two years of supervisory experience.

2. Experience with Modified Adjusted Gross Income/Health Care Reform.

3. Experience and use of personal computer software such as Word, Excel, Access, PowerPoint, WebEx, etc., and mainframe computer Client Automated Resource and Eligibility (CARES), Health Benefit Exchange (HBX), Electronic Case Management System (ECMS), FILENET, State Verification Exchange System (SVES), Maryland Medicaid Information System (MMIS), Maryland Automated Benefits System (MABS), Service Access Information Link (SAIL), etc.

4. Ability to plan, organize and direct the work of others.

5. Demonstrate ability to analyze current procedures and practices to develop short, medium, and long-term strategic plans.

6. Demonstrated written and oral communication skills.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
