ANIMAL DISEASE TRACEABILITY COORDINATOR - CONTRACTUAL

Introduction

This position will be assigned 24 hour on call status periodically, and can involve periodic emergency duty any time, night or day.  Some weekend and evening duty required; may involve occasional overnight travel in or out of state.  This is a Continuity of Operations essential employee.

Worker will be paid hourly for actual hours worked (no paid leave or paid holidays.)

Main Purpose of Job

This position serves primarily as lead for the statewide Animal Disease Traceability Program, developing, implementing and promoting animal identification for interstate and intrastate movement; and lead for outreach and education of small producers for Animal Health programs.  Will also assist in maintaining regulatory, disease prevention, disease control and animal emergency technical documents, grants, regulations, policies and communications materials, to assist with daily and emergency operations and public outreach regarding disease control and prevention.

POSITION DUTIES

Animal Disease Traceability (ADT) Coordinator, primary person to lead all efforts to implement and enforce animal identification, enforcement and disease  traceback capabilities statewide.  Duties include leadership responsibilities, resource management, implementing regulations, policies and procedures for distributing and tracking tagging and banding of livestock and poultry, technical writing, managing/overseeing databases, preparing or coordinating production of outreach and education materials, conducting inspections, audits and training.

Small Producer Outreach Coordinator, leads coordination of education and outreach to small producers for existing or new animal health programs to educate producers on new regulations and disease control requirements or recommended best practices.

Operations and Regulatory Program Support, assists in operations administration and regulatory response.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Bachelor's Degree in Animal Science or an Agricultural related curriculum.

Technical writing experience, including preparation of outreach materials for the general public.

Database management experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
