Main Purpose of Job

Assist the Program Manager of the Food Quality Assurance Program with the overall administration and supervision of seven subprograms to provide for the orderly marketing of agricultural commodities, public health and consumer protection. Independently supervise or conduct program studies and analyses; purchasing; equipment inventory; federal reports of program activities; billing; and develop administrative and fiscal procedures to ensure effective and cost efficient provision of services.

POSITION DUTIES

Reconcile assessment and registration payments for the Maryland Egg Law, issue late notices and certificates; reconcile billing.

Supervise the development and maintenance of statistical and staffing pattern reports required for State Stats, documenting program activity hours, managing for results, certificate issuance, annual reports, fees collected and costs to provide activities.

Accountability Officer - Maintain inventory for seven subprograms and field equipment assigned to 20 field employees.

Assist the Program Manager in the administration of the program by advising on administrative policies, meeting representation, budget formation, interviewing job applicants.

Develop and implement administrative, office and fiscal policies; handle procurements; compile data and federal reports; verify payments and calculate cost share amounts; develop and implement work flow procedures and policies; instruct program employees on office policies/procedures, applicable State/federal laws, report preparation and submission.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Candidates with experience in State of Maryland license issuance, billing, expenditure coding and revenue collection procedures will be given preference.

This recruitment is limited to current Maryland Department of Agriculture employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
