Main Purpose of Job

The Maryland Emergency Management Agency (MEMA) is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery, helping to ensure that all Marylanders are prepared, making Maryland more resilient. The position reports to the Maryland Joint Operations Center (MJOC), Manager within the Operational Support Directorate and works closely with Federal, State and Local communications personnel. The position supports the agency's other directorates and the Executive Director and critically supports the public safety mission of the Agency by: 1. Serving as the Communications Unit Leader/System Coordinator for the Maryland Emergency Management Agency's Land Mobile Radio Service and private branch exchange (PBX), statewide communications and warning systems, in support of the Agency's mission to minimize the adverse effects of emergencies and disasters involving people and property of Maryland. 2. Responsible for the management of technical, procedural, and administrative aspects for phone and radio communications for the Maryland Emergency Management Agency (MEMA). Provides direct telecommunications and wireless support to the Maryland Joint Operations Center (MJOC), State Emergency Operations Center, the Maryland Emergency Management Agency and field units of the agency. Provides repair and maintenance of the agency communications network and equipment throughout Maryland located at local jurisdictions EOC's and 911 Centers. 3. Represents the Agency and interacts with Federal, State and Local government officials on Public Safety and Emergency Management Communications issues and committees.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

1-2 years Experience in Voice (PBX Landline and Cellular), Data (IP and Fiber) and Land Mobile Radio (LMR) communications

Ability to obtain and maintain a Secret Clearance

Familiarity with P25 trunking radio systems

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
